DETROIT, MI, June 24, 2025 – The City of Detroit’s Office of Mobility Innovation announced the successful completion of the first phase of the Mobility Optimization through Data for Equity and Safety (MODES) initiative. The project, backed by a $2 million grant from the U.S. Department of Transportation’s (USDOT) Strengthening Mobility and Revolutionizing Transportation (SMART) program, is aimed at reducing traffic incidents and improving safety at key intersections across Detroit with an emphasis on equity by using anonymized data to address traffic concerns in historically disadvantaged neighborhoods.
“By leveraging advanced technology, we’re working to reduce traffic injuries and build a safer, more equitable future for all Detroiters.”
Detroit City Council President Mary Sheffield
“Detroit SMART MODES is transforming how we approach street safety,” said Detroit City Council President Mary Sheffield. “By leveraging advanced technology, we’re working to reduce traffic injuries and build a safer, more equitable future for all Detroiters.”

This initiative aligns with federal guidelines, prioritizing historically disadvantaged communities by deploying smart intersection technologies at 19 strategic locations. Using existing infrastructure, including the Miovision platform, the system analyzes real-time data on traffic patterns, vehicle speeds, hazards and more. Anonymized data feeds a public dashboard that will give residents access to location-specific insights, including near-miss reports, crash profiles and speeding trends by district and ZIP code.
Additional insights aim to improve safety for vulnerable road users, including pedestrians and cyclists. By analyzing data on near misses, red-light violations and other risk factors, the city aims to implement targeted solutions to help prevent crashes before they occur.

Milestones from Phase One:
In the first stage of the initiative, key milestones were achieved to improve intersection safety while protecting traveler privacy by avoiding the use of personally identifiable information. These included:
- Enhanced traffic monitoring and real-time incident detection through existing infrastructure and sensor technology to help reduce disruptions.
- A new data platform providing officials with historical and real-time insights for proactive safety and traffic management.
- Cost-effective use of existing infrastructure, avoiding additional equipment needs.
- Partnerships with Miovision, UrbanLogiq and Derq to integrate advanced traffic safety solutions on a unified platform without new hardware.
- Installation of a dedicated server to manage data from 19 intersections for faster incident response.
- Development of APIs to improve data sharing and transparency between the city and partners.
“Our partners and community feedback are vital to building safer, more efficient intersections citywide.”
Tony Geara, Deputy Chief of the City of Detroit’s Office of Mobility Innovation and Director of Detroit SMART MODES
“Detroit MODES puts the safety and equity of our residents first and we’re proud of the progress made in the first stage,” said Tony Geara, Deputy Chief of the City of Detroit’s Office of Mobility Innovation and Director of Detroit SMART MODES. “Our partners and community feedback are vital to building safer, more efficient intersections citywide. We remain committed to continuing this important work and improving the safety of our communities.”
The City of Detroit has successfully bridged the gap between leading technology providers—Derq, Miovision and UrbanLogiq fostering a rare level of collaboration to deliver an integrated solution that operates on a Comcast private network and uses existing city-owned intersection hardware.

UrbanLogiq played a key role in unifying diverse data streams into a cohesive, dual-purpose dashboard: one internal-facing for engineers to support design and evaluation, and one public-facing to promote transparency and data equity in traffic safety. The system blends traditional and third-party data to provide traffic counts, safety insights and intuitive visual summaries for each intersection.
In addition, UrbanLogiq’s AI overlays enhance Miovision’s permanent counters to create a citywide traffic volume profile and apply Derq’s signal-level safety metrics, delivering actionable insights that support smarter, safer street design across the city.
Public Input Shapes Dashboard Development:
The Detroit Office of Mobility Innovation, in partnership with community engagement groups, conducted four focus groups to address public concerns, gather feedback, build trust and ensure the initiative aligns with residents’ priorities. Held over the last year, the sessions prioritized input from residents, community development organizations and local businesses. Participants helped shape the future of the Detroit SMART MODES initiative and provided guidance on features for the public dashboard to launch.
During this phase, residents prioritized real-time intersection data, community reporting tools and a mobile-friendly design. They also asked for access to information on traffic patterns, streetlight outages, road conditions, hazards and weather—all of which have been built into the dashboard. As the platform evolves, Detroit MODES will continue to integrate feedback from residents and stakeholders.
“Thanks to Detroit SMART MODES, the Detroit Traffic Management Center potentially has the ability to review signalized intersections at select sites based on the availability of near-miss data collected and review/act as appropriate to investigate any traffic safety concerns. The added ability to record crash events may open up the opportunity to explore operation process flow for quicker real time alerting, quicker emergency response times, and reduced traffic disruptions,” said Samuel Krassenstein, Chief of Infrastructure & Department of Public Works Deputy Director.
Detroit SMART MODES partners include Cities Reimagined, Derq, Miovision, Siren Strategy, Tyme Consulting Engineers, Inc., UrbanLogiq and Wayne State University.
